Heavy rainfall in the upper and middle catchment areas of the Attanagalu Oya and
Kelani River basins has raised concerns about possible flooding in several low-lying
areas of Sri Lanka, according to the information provided in the flood notices.

## Flood Risk in Attanagalu Oya and Uruwal Oya Valleys

The water level of Attanagalu Oya is rising due to significant rainfall in its upper
and middle catchment areas, together with the commencement of water releases through
the spill gates of the Basnagoda Reservoir.

Based on rainfall conditions and water-level measurements at river gauging stations
maintained by the Department of Irrigation, there is a risk of flooding in low-lying
areas of the Attanagalu Oya and Uruwal Oya valleys.

The areas identified in the notice include the Divisional Secretariat Divisions
of **Divulapitiya, Mirigama, Attanagalla, Mahara, Gampaha, Minuwangoda, Ja-Ela,
Katana and Wattala**.

Residents in these areas, particularly those living close to riverbanks and flood-
prone locations, are advised to remain alert. Motorists travelling along roads in
affected areas should also exercise extreme caution.

## Minor Flood Risk in the Kelani River Valley

Significant rainfall has also been recorded in the upper catchment areas of the
Kelani River Basin. An assessment of prevailing rainfall conditions and river water
levels indicates a risk of **minor flooding within the next 24 hours from the time
stated in the notice** in low-lying areas of the Kelani River Valley.

The Divisional Secretariat Divisions identified in the notice are **Ruwanwella,
Seethawaka, Dompe, Dehiowita, Eheliyagoda, Yatiyantota and Bulathkohupitiya**.

The notice further states that continued heavy rainfall could cause the flood situation
to affect low-lying areas downstream of Hanwella. Therefore, people living in vulnerable
locations should closely monitor changing river conditions and follow official instructions.

## Public Safety Advice

Residents in the identified areas are urged to take necessary precautions and remain
attentive to updates from the Department of Irrigation and relevant disaster management
authorities. People should avoid crossing flooded roads, overflowing streams and
submerged bridges. Motorists should not attempt to drive through floodwater when
the depth or condition of the road is uncertain.

People living in low-lying areas should be prepared to move to safer locations if
instructed by authorities. Local officials and emergency services should be informed
if floodwater begins entering homes or threatens access roads.

**Important:** These notices describe potential flood risks, not confirmation that
all listed areas are already flooded. The Kelani River notice specifies a 24-hour
risk period from the time of issuance. Readers should check the latest official
updates for current conditions and any revised warnings.

Residents are encouraged to remain vigilant as rainfall and reservoir releases may
influence river water levels in the affected catchment areas.

## Cyclone Arnab: 10,500 People Affected by Severe Weather in Sri Lanka

**More than 10,500 people across 12 districts in Sri Lanka have been affected by
adverse weather conditions, with one death, one injury and damage to hundreds of
houses reported, according to the Disaster Management Centre (DMC).**

The latest situation report, covering the period from October 23 to 6 p.m. on October
26, 2026, recorded 10,500 people from 2,736 families affected by the ongoing severe
weather.

The report also confirmed that 215 houses had sustained partial damage, while two
houses were completely destroyed. One person was injured as weather-related incidents
continued to affect several parts of the country.

## Puttalam Records the Highest Number of People Affected

Puttalam District reported the largest number of people affected, with 8,446 individuals
from 2,166 families impacted by the adverse weather.

The district also recorded a fatal drowning incident involving a 56-year-old person
in Madampe, according to the situation report.

Ratnapura was another significantly affected district, with 1,264 people from 315
families reported to have experienced the effects of the severe weather.

In Kalutara District, 218 people from 61 families were affected, highlighting the
continuing impact of the unsettled weather across parts of western and southwestern
Sri Lanka.

## Families Moved to Safety Centres

As the situation developed, some residents were moved to safer locations.

According to the DMC, 182 people from 67 families were staying at four safety centres
located in Colombo, Ratnapura and Mannar. A further 60 people from 12 families had
sought shelter with relatives.

Authorities continue to monitor the situation and assess the needs of communities
affected by the weather.

## Fallen Trees Disrupt Homes and Road Traffic

Weather-related incidents were also reported in Kalutara District.

In Urugala East, Ingiriya, a tree fell onto a house, injuring the owner. The injured
person was admitted to Horana Hospital for treatment, while the house sustained
partial damage.

In a separate incident, a fallen tree blocked part of the Panadura–Ratnapura road
near Nambapana, temporarily disrupting traffic. The obstruction was subsequently
cleared.

These incidents highlight the risks posed by unstable trees and falling branches
during periods of adverse weather, particularly when strong winds and heavy rainfall
affect residential areas and transport routes.

## Cyclone Arnab Strengthens Over the Bay of Bengal

Meanwhile, the Department of Meteorology reported that a deep depression over the
east-central Bay of Bengal had intensified into Cyclonic Storm Arnab.

The storm was reported to be approximately 1,100 kilometres northeast of Kankesanthurai
at 8:30 a.m. on October 25, according to the information provided in the weather
report. It was moving northwestward, with a strong westward component.

A subsequent weather bulletin issued at 4 p.m. on October 26 indicated that the
system was expected to strengthen further into a severe cyclonic storm over the
west-central Bay of Bengal.

The storm’s development is being closely monitored as meteorologists assess its
movement and potential effects on surrounding regions.

## Will Cyclone Arnab Affect Sri Lanka?

The reported cyclone development is an important regional weather development for
Sri Lanka to monitor. However, the information provided does not establish that
Cyclone Arnab will directly cross Sri Lanka or cause specific impacts on the island.

Local weather conditions may vary considerably between districts. Residents should
therefore rely on the latest forecasts and warnings issued by Sri Lanka’s Department
of Meteorology rather than assuming that the cyclone’s projected path will directly
affect their area.

People living in areas prone to flooding, falling trees and other weather-related
hazards should remain alert and follow instructions from local authorities.

## Authorities Continue to Monitor the Situation

With thousands of people already affected and damage reported to homes and infrastructure,
the ongoing weather situation remains a concern for several districts.

Residents are advised to monitor official weather updates, avoid flooded roads and
waterways, and keep away from unstable trees and damaged structures.

Further updates from the Disaster Management Centre and the Department of Meteorology
will be important in determining how the situation develops in the coming days.

## Heavy Rainfall Expected Across Several Provinces

Showers or thundershowers are expected at times in the Northern, Western, Sabaragamuwa,
Southern, North-Western, Central and North-Central provinces, as well as in the
Trincomalee district on 27 October.

Fairly heavy rainfall exceeding 75 millimetres is likely at some locations in these
areas. Other parts of the island may also experience showers or thundershowers after
1.00 p.m.

The southwestern parts of Sri Lanka are expected to experience increased rainfall
during the next few days as wind patterns associated with Cyclonic Storm Arnab extend
across the island. Residents should remain cautious during periods of heavy rain,
particularly in areas that may be affected by localised flooding or other adverse
weather conditions.

The public is advised to monitor official forecasts and take appropriate precautions
during thunderstorms.

## Strong Winds Expected in Several Areas

Strong winds are also expected in several parts of the country. Wind speeds of around
40–50 kilometres per hour may occur at times over the western slopes of the Central
Hills, the Northern, North-Central and North-Western provinces, and the Trincomalee
and Hambantota districts.

Temporary localised strong winds may occur during thundershowers, increasing the
risk of damage from falling branches and unsecured outdoor objects. Residents are
advised to take precautions and remain alert to changing weather conditions.

The Department of Meteorology has requested the public to take adequate precautions
to minimise damage caused by strong winds and lightning during thundershowers.

## Very Rough Seas and Dangerous Marine Conditions

Cyclonic Storm Arnab is expected to create dangerous sea conditions over parts of
the Bay of Bengal. Wind speeds in the sea area bounded by 10°N to 20°N latitude
and 80°E to 95°E longitude may increase to 80–100 kilometres per hour at times.
Heavy thundershowers are also possible, while wave heights may reach approximately
3–4 metres.

The Department of Meteorology has warned naval and fishing communities not to venture
into these affected sea areas until further notice. Those already operating in the
specified areas are advised to move away from the affected waters and closely monitor
official weather bulletins.

Around Sri Lanka, showers or thundershowers are expected at several places in the
surrounding sea areas during the next 24 hours. Southwesterly winds are forecast
at 30–40 kilometres per hour, with speeds increasing to 60–65 kilometres per hour
at times in the deep and shallow sea areas extending from Colombo to Mullaitivu
via Galle, Matara, Hambantota, Pottuvil and Batticaloa. Winds in other surrounding
sea areas may reach 50 kilometres per hour at times.

_Wind speeds are forecast values from the bulletin and may change with subsequent
updates. UTC is 5 hours and 30 minutes behind Indian Standard Time._

## Possible Landfall Between Bapatla and Visakhapatnam

One of the key concerns in the latest forecast is the possibility of Cyclone Arnab
crossing the Andhra Pradesh coast between Bapatla and Visakhapatnam.

The bulletin indicates that landfall could occur around 06:00 UTC on October 28,
equivalent to approximately 11:30 a.m. Indian Standard Time. The cyclone could have
maximum sustained winds of 115–125 km/h, with gusts reaching 140 km/h near the time
of crossing.

The projected landfall location and timing are not final. Cyclone tracks can change
as atmospheric conditions evolve, so coastal communities should follow the latest
official advisories rather than relying on a single forecast.

## Coastal Flooding and Storm Surge Risk

In addition to strong winds and rainfall, the bulletin warns of a possible storm
surge of approximately 1.0–1.5 metres above the astronomical tide.

Such a surge could inundate low-lying coastal areas of East Godavari district and
Yanam in Puducherry during landfall.

The actual extent of coastal flooding will depend on the cyclone’s final track,
intensity, tide levels and local coastal conditions. Residents in vulnerable areas
should pay attention to evacuation instructions and warnings issued by local authorities.

## Heavy Rainfall and Dangerous Sea Conditions

As Cyclone Arnab approaches the coast, areas of Andhra Pradesh and adjoining regions
could experience periods of heavy rainfall and strong winds.

Rough to very rough sea conditions are also a concern along the storm’s projected
path. Fishermen, cargo vessels and other maritime operators should closely monitor
official marine weather warnings and comply with restrictions on going to sea.

Strong winds and intense rainfall may also affect road travel, coastal infrastructure,
electricity supplies and other essential services, particularly in areas near the
eventual landfall zone.

The potential impacts will depend on how quickly the cyclone strengthens and where
it crosses the coastline.

## Why Is Cyclone Arnab Expected to Strengthen?

The meteorological assessment identifies several environmental factors that may
support further intensification over the Bay of Bengal.

Sea-surface temperatures are around 30°C over the east-central and adjoining west-
central Bay of Bengal. Warm ocean water can supply energy and moisture to a developing
tropical cyclone.

The bulletin also describes favourable atmospheric conditions, including supportive
large-scale circulation and wind patterns. These factors may help the storm organize
and strengthen before reaching the coast.

However, the eventual intensity will depend on how these conditions evolve, including
changes in wind shear, moisture availability and the cyclone’s interaction with
land.

## What Happens After Landfall?

The forecast indicates that Cyclone Arnab should weaken after moving inland on October
28.

By October 29, the system is expected to lose much of its strength and could become
a depression. Further weakening is forecast by October 30, when it may develop into
a well-marked low-pressure area.

Although weakening after landfall is typical of tropical cyclones moving over land,
dangerous weather can continue even after wind speeds decrease. Heavy rainfall,
local flooding and disruptions to transport and infrastructure may persist in affected
areas.

## Safety Advice for Coastal Residents

People living in coastal Andhra Pradesh and nearby vulnerable areas should take
the following precautions:

 * Follow official cyclone bulletins and local emergency announcements.
 * Keep away from beaches, exposed coastlines and rough seas.
 * Avoid fishing and other maritime activities when warnings or restrictions are
   in force.
 * Secure loose outdoor objects and prepare essential supplies.
 * Keep important documents, medicines, drinking water and emergency lighting ready.
 * Follow evacuation instructions from local authorities without delay.

Do not rely on social media rumours or outdated cyclone-track maps. Use the latest
information from the relevant meteorological and disaster-management authorities.

## Latest Update on Cyclone Arnab

Cyclone Arnab is forecast to strengthen into a very severe cyclonic storm over the
Bay of Bengal before approaching the Andhra Pradesh coast around October 28. The
projected crossing between Bapatla and Visakhapatnam could bring powerful winds
and a risk of coastal inundation.

The bulletin assesses confidence in the current location and intensity as high,
while confidence in the forecast track and future intensity is moderate to high.
This means the overall development is supported by the forecast guidance, but the
exact track, landfall timing and peak strength may still change.

Residents in potentially affected areas should remain alert and monitor official
weather updates as the system approaches the coast.

the system was centred near latitude 15.5°N and longitude 91.0°E at 11.30 p.m. on
24 October 2026.

The system is expected to strengthen into a deep depression over the east-central
and adjoining southeastern Bay of Bengal on 25 October. Moving west-northwestwards,
it is forecast to intensify into a cyclonic storm by the morning of 26 October and
potentially become a severe cyclonic storm over the west-central Bay of Bengal by
the morning of 27 October.

Although the system is not expected to directly affect Sri Lanka, its associated
wind flow is likely to increase rainfall across parts of the island during the next
few days. The southwestern region, in particular, may experience significant rainfall
as the weather pattern develops.

## Heavy Rainfall Expected in Several Provinces

Showers or thundershowers will occur at times in the Western, Sabaragamuwa, Southern,
North-Western and Northern provinces. Rainfall is also expected in the Kandy, Nuwara
Eliya and Anuradhapura districts. Heavy falls exceeding 100 mm are likely at some
locations in these areas.

Meanwhile, showers or thundershowers will occur at several places in the Uva Province
and in the Ampara and Batticaloa districts after 1.00 p.m.

Residents in areas expecting heavy rainfall are advised to remain alert to changing
weather conditions and follow official announcements. People should take precautions
against possible localised flooding, water accumulation and other disruptions associated
with intense rainfall.

## Strong Winds Expected in Several Areas

Fairly strong winds ranging from 40 to 50 kmph can be expected at times over the
western slopes of the Central Hills, the Northern, North-Central and North-Western
provinces, and the Trincomalee, Hambantota and Matale districts.

Temporary strong gusts may also occur during thundershowers. The public is advised
to take appropriate precautions, particularly in exposed locations and areas vulnerable
to strong winds.

## Rough Seas and Strong Winds Along the Coast

The Department of Meteorology has warned that the developing depression could significantly
affect sea conditions around Sri Lanka. Showers or thundershowers are expected at
several places in the surrounding sea areas during the next 24 hours.

South-westerly winds are forecast at speeds of 30–40 kmph. However, wind speeds
may increase to 50–60 kmph at times in sea areas extending from Trincomalee to Pottuvil
via Kankasanthurai, Puttalam, Colombo, Galle and Hambantota.

These sea areas are expected to be rough at times, while other sea areas around
the island may become fairly rough. Wave heights could increase to approximately
2.0–2.5 metres in sea areas extending from Puttalam to Pottuvil via Colombo, Galle
and Matara. During thundershowers, temporarily strong gusty winds of 60–70 kmph
and very rough seas are possible.

## Warning for Naval and Fishing Communities

Naval and fishing communities are strongly advised not to venture into deep-sea
areas bounded by 10°N–20°N and 80°E–95°E until further notice. Those already operating
within these areas are advised to move to safe locations.

The public, particularly coastal residents and fishing communities, should closely
monitor updates and bulletins issued by the Department of Meteorology.

With the Bay of Bengal system expected to strengthen further, continued attention
to official weather updates will be important over the coming days as rainfall,
wind and sea conditions evolve across Sri Lanka.
